The Chief Ministers of Haryana and Punjab convened a meeting under the chairmanship of Union Jal Shakti Minister Gajendra Singh Shekhawat. This was done to discuss the Sutlej-Yamuna Link (SYL) Canal. A key concern raised by Shekhawat was the diminishing groundwater levels in both states. He emphasized the need for collective efforts to tackle this issue. Furthwe, Shekhawat commended Haryana’s success in implementing a micro-irrigation system. Shekhawat observed that a significant 1,000% increase in micro-irrigation management has been achieved. He urged Punjab to take inspiration from Haryana’s achievements. Moreover, he also urged to actively promote the adoption of micro-irrigation practices to address groundwater depletion.
Joint action needs to be taken
Chief Minister Manohar Lal Khattar, representing Haryana, highlighted the distinction between the issues of constructing the SYL Canal and water distribution. He acknowledged the operational challenges of the aging Bhakhra channel, in operation for 66-67 years. He also stressed the necessity of building the SYL to ensure uninterrupted water flow in case of future channel obstructions. In fact, Khattar clarified that Haryana, as per the agreement, is not receiving its rightful share of water. Hence, this is leading to water scarcity in southern Haryana and the Aravalli region. He reiterated that the construction of the SYL by Punjab, as mandated by the Supreme Court, does not imply an intention to forcibly acquire water.
In response to recent Supreme Court suggestions for collaborative resolution, Khattar proposed the formation of joint committees in both Punjab and Haryana to address water management issues comprehensively. These committees would focus on water availability, crop diversification, and the adoption of DSR technology. Khattar disclosed the existence of a committee dedicated to the SYL issue, chaired by the chief secretaries of both states. He suggested its expansion to cover broader water management concerns.
